Public Law 88-647 by congress in1964 authorized the establishment of JROTC programs
by the Navy, Air Force, and Marine Corps in addition to those programs sponsored bythe Army. The First Naval Junior Reserves
Officers Training Corps (NJROTC) programs began in 1966. Today over 425 NJROTC programs are established in high schools in
the United States, District Of Columbia, Guam, Japan, and Italy.
Under Guidance provided by the Secretary of the Navy, and Cheif of Naval Education
and Training (NETC) located in Pensacola, FLorida, is responsible for administering the NJROTC program. Each year congress
authorizes the numebr of JROTC programs and provides funds to support the programs.
Schools that are interested in sponsoring an NJROTC program submit an application
to the Cheif of Naval Education Training. Schools are selected on a first come first served basis, in accordance with the
guidance provided by the law. Schools selected must agree to provide classrooms, storage facilities and office space. Each
School must maintain an enrollment of 100 students or 10% of the schools' total enrollment, whichever is less. The school
must employ instructors certified by the Navy.
Instructors are retired Navy, Marine Corps, and Coast Guard officers and enlisted
personnel. Retired officers serve as Senior Naval Science Instructors (SNSI). Naval Science
Instructors (NSI) are retired officers and senior petty officers. Each instructor must be Certified by Chief
Of Naval Education and Training. Certifications is based upon a review of their record of
performance in responsible positions while serving on active duty. Most instructors have extensive experience
in leadership and management positions. Some instructors have experience as
teachers and counselors.
The Navy provides textbooks, curriculum guides, audio-visual equipment training
materials and computers for the Naval Science classroom.
The Navy provides uniforms for each student. Students may use the uniforms
while they are enrolled in the program.
Uniforms must be returned when the student leaves the program.
Each unit also recieves equipment to support drill teams, color guards, and marksmanship
teams. Funds are also provided by the Navy to help support orientation trips for unit members.
The responsibility for administering the NJROTC proram at your school rests
with the local school board and school officials. The NJROTC program is a joint effort of the U.S. Navy and your local
school authorities to enhance your high school education.
